Yes, it's my favorite character of the Tales series, the Groooooovvvvy Arche!
She's a peppy (yet very moody) teenaged half-elf mage, but what seperates her from other mages in the series is that she flies on a broom like a classic halloween witch. She's a funny, powerful spellcaster who sent Dhaos and his minions packing.
As for her design, I was thinking of a certain blue-haired grim reaper girl from the Anime/Manga Yu Yu Hakusho, you may know her.
I wonder if Chester will finaly notice her.
She finally get's a Hi Ougi in Tales of VS, Big Bang.
